1) Everyone must have a sitter
from within the alliance.

2) Going yellow is a bootable offense.

3) Players giving cause for concern
will be sitter-checked.

4) Troop:pop ratio must be at least 1:1.
This ratio will increase over time.

5) No farms.

At the moment we are not enforcing rule 4.
